Norrathian Council of Guilds Charter






WHO WE ARE:



The Norrathian Council of Guilds (herein known as NCG) is an alliance of guilds that have joined under one banner to achieve common goals. Every member, be it a guild or an individual, will be seen as an equal and treated with the kindness and understanding that all deserve. In the world of Norrath there are many dangers and many wonderful treasures, these things await only the brave. But sometimes bravery and courage are not enough. There is always strength in numbers, and that is where the NCG fits in.

APPLYING TO NCG:



Any guild wishing to join NCG must submit an application.

As time permits, NCG guild members may try to make contact and group/raid with the applying guild (see Making Contact below).

Council Representatives from all existing NCG guilds will vote upon the application as soon as any Representative chooses to put a vote forward (see Voting below).

If accepted, the new guild must submit the names of their Guild Leader and as many as three Representatives. These four will be given access to the Council Chambers forum and will be their guild's voice on all matters involving NCG.

Making Contact:



NCG does not have a "leader" or "recruiting officer", we are individuals who spend most of our time playing the game. If NCG is something you really want to have your guild be a part of, taking the initiative to get to know us in-game is likely to get a quicker response than just posting here. Consider inviting some of the Council Representatives listed in this forum (here) to one of your guild events or groups. The better we know you, the more likely we will be to accept you as a part of our family.

NCG PRIVILEDGES:



Any member of NCG will have access to the forums and calendar.

Any member of NCG will have access to our in-game chat channel.

Any member of NCG is allowed to attend any scheduled raid (see About Raids below).

Any member of NCG is allowed to schedule their own raid (see About Raids below).

NCG GUIDELINES:



All members of NCG are expected to read and follow what has been stated in this Charter.

NCG guidelines will never be imposed on any member guild's internal workings. What you do in your own guild is your business. But please remember that you are representing NCG and that your actions could reflect back on more than just your guild.

NCG chat is PG-13. Please conduct yourself in a manner that is respectful to all who may be listening in on the channel. If conflict arises between you and another member for one reason or another, take it to /tells or use /ignore if you must.

No guild may actively recruit from any other NCG guild.

Leaving a guild is an individual's choice, and tagging a matter of each guild's internal workings. That said, NCG members are expected to show the courtesy of informing their former guild leader if they plan to leave their current guild for another NCG guild. NCG guild leader's are expected to show the same courtesy by honoring an individual's decision. If an NCG guild tags a former NCG member unknowingly and is then informed that said member was recently a member of another NCG guild, it is expected that the two guild leaders will discuss and attempt to resolve the situation amicably. If this is not possible, they may bring it before the Council, but since our only power is to admit or remove entire guilds from NCG, it is not likely to help much in the matter unless a consistant pattern of active recruiting is evidenced.

Leaving NCG for a non-NCG or raiding guild does not necessarily exclude one from participation in NCG chat or even some raids. But, if this happens, you are now a guest who no longer retains any of the priviledges mentioned above. You may be asked to leave an NCG raid for the sole reason of no longer being in an NCG guild. NCG chat is for NCG members use in organizing groups and raids. Ex-NCG members in good standing with their last guild and those with alts in an NCG guild may participate in general discussion on the NCG chat channel and boards, but are not allowed to use the channel or boards for LFG requests, linking drops, or to recruit for non-NCG raids. Recruitment for guilds is never permitted on NCG chat.

NCG has never had reason to remove a guild from membership (or even call a vote on it). That said, any Council Representative can request such an action and call for a vote if accompanied by some very good reasoning. Some examples would be direct recruiting from other member guilds or excessively disrespectful members or leadership (see Voting below).

COUNCIL REPRESENTATIVES:



Council Representatives act as the "Officers" of NCG. Every member guild is allowed to have up to four, but it is their responsibility to fill these positions and to visit the Council Chambers section of the forums.

All Council Representatives are considered equal, no matter what position they hold in their respective guilds. Each may express their opinions, vote on matters, and call for a vote.

All disputes within NCG shall be handled by via discussion in the Council Chambers in hopes of achieving a consensus. Votes shall only be resorted to if no consensus can be made.

Voting:

A vote can be proposed by any council member.

Votes must be left open for at least 72 hours (3 days) to give all Council Representatives time to vote.

All votes will be decided by the number of Representatives who vote, not by the total number of Representatives.

A two-thirds majority of all who place votes is required for votes on the admittance or dismissal of a guild.

Other votes are a simple majority, but note that no vote can be proposed that would attempt to influence the interal workings of any NCG member guild in any way.

About Raids:



One of the main purposes of NCG is to raid targets our individual guilds could not attempt alone. Any NCG member is allowed, and encouraged, to schedule a raid via the forums. Any raid leader is also allowed to set whatever rules for loot or attendence they like, as long as these rules are made clear up front. Typically raids will have level requirements and sometimes flag requirements. Loot may be /random 1000, may be based on a system of prior attendence for recurring raids, or may just be a raid to get one member a specific drop. It is expected that raid attendees visit the forums so they know this information up front, as opposed to bothering raid leaders when they are trying to get things organized.

Raid leaders will always have the final say on all matters involving the raid they are running. This includes removing a member from a raid for their own reasons. If there is an issue, it may be brought to one of your Council Representatives for discussion by the entire NCG Council, but you are all expected to respect the decisions of the raid leader at the time of the raid, whether you agree with them or not.

NCG guilds may still hold their own hunts and raids for their own pleasure with no obligation to invite any other NCG guilds.

Anyone may schedule a raid at any time. However, please do not schedule a raid to start within 45 minutes on either side of another raid's starting time. (Raid Association Raids always start at the same time unless otherwise noted, and are assumed to be running on the same day at the same time each week even if the raid isn't posted until the morning of the raid). Use common sense and common courtesy when picking targets. If your raid intentions will conflict with another raid, please talk to that raid leader first and attempt to come to a compromise. If no compromise can be reached, you may (1) choose to post despite the conflict, (2) bring it up to a delegate for council discussion, or (3) not run your raid.

Raid Associations must adhere to any rotations agreeably put in place and not break those. Open Raids are not bound to follow any such rotation. Individual members are expected to manage their own lockouts. Be well aware that coming to a Raid Association Raid with a lockout for a target they are planning on doing may result in you being unable to join the raid and also not accumulating DKP, but that is up to the individual raids.

What the difference is between a Raid Association and Open Raid: (Note that this doesn't affect any current or future raids. It does not prohibit anything. It merely says, to be a Raid Association you must do these three things. You can still run a regularly recurring raid for several weeks, but you won't be a raid association.)

To become a Raid Association in the NCG you must meet 3 Criteria:
A) Run your raid on a regular basis
B) Tracks Attendance
C) Hold your raids "for" NCG. (Post them on the NCG forums.) You may still ban folks, impose any raid requirements, and decide via applications who can attend your raid.

An open raid is any other raid that is not a raid association.

For example:

SNCR - is a RA
1) Meets every Saturday
2) Tracks Attendance
3) (Now) Posts raids to the Upcoming Raids forum.

ASOR - Was not an RA
1) Met Every Monday for 8 - 10 weeks.
2) Does not track attendance
3) Did post raids to the Upcoming Raids forum.

In all rotations, no one Raid Association may have more than one spot in the rotation per week, except in the case that there are an insufficient amount of raid forces available to make such a rotation successful, such as Demi-Plane of Blood. Raid Associations' target reservations only apply to their primary raiding night, unless their primary raiding night is moved to accommodate the rotation. (Current RA as of 3/24's primary raiding nights: MNR - Monday; WEAK - Wednesday; SNS - Friday; SNCR - Saturday) You can't run three raids a week as a RA and do Demi Tier 1 one night and Demi Tier 2 the next night and then Demi Tier 3 the following night when enough other raid forces are interested and flagged. The content must be fairly rotated around so that each force has an equal amount of time with it. If there aren't enough interested forces to successfully evenly rotate it around, then multiple raids per week to achieve that goal are allowed.

Example with Anguish:

Does it mean that if SNS does Anguish on Friday, and gets as far as Hanvar, they could not go back in and finish up (AMV, OMM) during their Saturday Raids?

No, they can. However if the second raid is going to cause lockouts that would overlap into another raid's rotation spot because they cleared it a day late, those raiders who would have the overlap are responsible for managing their lockouts and may not get DKP on the following raid for being locked out. There is also no guarantee that someone else may run a raid before your clean-up raid and finish off those targets (Not that I'm saying anyone would).

Example with Demi:

SNCR and MNR want to do Tier 2. With our current times, there is not a sufficient amount of RAs to rotate this around succesfully. Thus, a third raid, must be implemented somehow to make it work. For the sake of argument, let's say I run an extension of SNCR Thursday to clear Tier 1 for SNCR Saturday. That is ok as long as all RA RLs it would affect agree to it.

However, once SNS gets access, IF the rotation can then be managed without an additional raid so that each RA has access to each tier of content once per rotation cycle, no RA may run a second raid to clear an additional Tier per cycle unless agreed upon by all RLs involved.
